LEAGUE RULES

1) Players can only be part of one team in our league. They are allowed to play other leagues but only one team in our league. Players can not change teams in the middle of the season.

Any Player Who Plays In A Second Team In Our league In The Same Tournament Will Be Expelled From The Tournamen

NO PLEYERS UNDER 16 YEARS OLD

2) The cost of registration per team will be $ 550 per season. Before the first day all teams must pay a deposit of $ 250 to be included on the first week schedule.

3) The last date to complete the payment of the registration will be the third game.

4) Each team can have a maximum of 12 players

if there more than 12 who have not played the first 3 games ,they will lose the points and they will pass to the opponent team.

If More Than 12 Players Appear in The Firts 3 Photos ,They Will Have To Remuve Them.

5) No New Players Can Join The Team After The Third Weeken (Sundays) . Only Players That Participate On One Of The First 3 Games on The Team’s  Will Be Able To Play That Season.

6) Arbitration Cost Will Be $ 30 Per Team.

7) Waiting Time Will Be 10 Minutes, Team That Is Not Presented Must Pay The Full Arbitration Of $ 60 For The Match. The Result Of The Match Will Be 5 – 0 In Favor Of The Present Team.

8) To Start The Match You Need A Minimum Of 4 Ready Players.

9) 50 minutes = 25 minutes will be Played Each Half.

10) Changes Can Be Made When The Ball Is Not On The Side Where The Player Is Going To Enter.

11) A player who fights or try to fight or attempts to assault another player or a Referee will be Expelled From The Tournament.

12) If more than Two player of the same team participates in a fight. That team will be expelled from the tournament.

13) All teams that participate in our tournament for the third day must have their complete uniform for all players. Jersey,Short And Sock

14) It will be mandatory for all players to wear their shin guards.

15) The schedule of games for the week will be published on the website. www.futsaliowa.com on Wednesdays.

16) In The Break Of The Game, Each Team Must Deliver The Sheet With The Match Roster And The Payment To The Referees. The Referees Must Take A Picture Of All The Players Participating In That Match To Check The Roster Each Week. The Game Roster And The Picture Must Match. 

17) Any Decision Will Be Made By president Of The League

18) Games Will Be Played Every Sunday. Games Will Not Be Postpone If a Team Is Not Able To Play Nne Sunday. That Team Will Lose The Game by 5 – 0. If A Team Does Not Show Up For A Game Already Scheduled, That Team Will Have To Pay The $60 For Referee Time. If A Team Advise They Will Not Be Able To Play One Sunday Before Schedule Goes Out, They Will Lose The Game But They Will Not Have To Pay Referee Cost.

19) Any Schedule Request Need To Be Requested Before Wednesday.  The League Board Will Try To Cccommodate Team Requests But Board Can Not Warranty The Team Request Will Be Possible.

20) All Players Need To Have A Medical Insurance. The League Will Not Be Held Responsible For Any Injury That may Be Occur During A Game. Each Player Participating In These League Will Do It At His Own Risk. Participation In This League It Is Voluntary And At Your Own Risk.

21) The league’s  have the right to expel any team from the league for whatever reason, if the decided it this way.

22) After Having Played The Second Game In The First Tournament  , ( The Divisions Will Be Defined )

If Some Team Play Doubble Games In First Sunday Or Second Sunday ( The Division Will Be Defined On Third Games

Depending On The Games Won, Points And Goals In Favor,

23) The Second Tournament The Champions And Runners-up Will Ascend To The Superior Division. 

Futsal Rules

General Rules

– Teams may call one one-minute timeout per half Before the 21st Minute After tha 21st minute No Time -Out Will Be Granted (when in possession of ball, ball out of play). – There is no overtime, injury time or stoppage time. – Teams are comprised of four outfield players and one goalkeeper. – The goalkeeper must wear a different color jersey than the outfield players. – There is no offsides in futsal.

Substitutions

– All substitutions are on the fly, this includes goalkeeping substitutions. Referees will not stop play for goalkeeping substitutions. – A substitute may not enter the match until the player leaving the match is at the touchline in the substitution zone. – Any substitute who enters the field of play before the player being replaced has completely left the field of play may be shown a yellow card. – All substitutions must take place in the technical area (in front of the team bench) – not at the half-way line. – All teams will switch benches (and ends) at the beginning of halftime, ensuring that all substitutions take place in the defensive half.

Restarts

– Kickoffs: are indirect. The ball must be played forward first. Tapped balls are not in play – the ball must move forward.

– Kickins: are indirect. The ball must be placed on or no more than 10 inches behind the line and the kick must be taken within 4 seconds. The kicker’s non-kicking foot must be out of bounds or on the line.

(A kickin that goes directly in the opposing goal is a goal clearance for the opposing team. A kickin that goes directly in the defensive goal is a corner kick of the opposing team.)

– Goal Clearances: are taken when the ball wholly crosses the goal line after being touched last by the attacking team. The goalkeeper must use his hands to roll, bounce or throw the ball from anywhere inside the penalty area to outside the penalty area.

– Corner Kicks: are direct. The ball must be placed directly on the corner spot and the kick must be taken within 4 seconds.

– Free Kicks: may be indirect or direct. The ball must be stopped completely before the kick may be taken.

– Penalty Kicks: 5 kicker per teams

  are taken from the penalty spot and must be shot at goal by a clearly identified kicker. Defenders may not be nearer to the ball than 5 Mts and must be behind an imaginary line running from touchline to touchline even with the penalty spot.

– Distance: For all of the above, except goal clearances, opponents may not be closer to the ball than 5 Mts.

– Ceiling: If the ball hits the ceiling or other object, the team that did not touch the ball last restarts play with a kick-in from the nearest point on the touchline.

Fouls and Misconduct

– Indirect Free Kicks: When a player plays in a dangerous manner, impedes an opponent (without playing the ball), slides, prevents the goalkeeper from releasing the ball with his  hands or commits any offence for which play is stopped to caution or eject a player.

– Direct Free Kicks: When a player kicks or attempts to kick an opponent, slide tackles an opponent or slides with an opponent near (automatic yellow card/caution), jumps at an opponent, charges at an opponent, strikes or attempts to strike an opponent, pushes an opponent, holds an opponent, spits at an opponent or handles the ball deliberately.

– Yellow Card / Caution: The offending player is shown a yellow card. If a player earns two yellow cards in a match, he is shown a red card.

– Red Card / Ejection: The offending team plays down for two minutes unless scored upon before the two-minute penalty expires. The offending player serves a minimum one-match suspension

1)If A Game A Team Is Expelled 2 Players 1 Minute After And They Have Not Scored A Goal ,Or The 2 Minute Have Not Passed,The Team Will Lose The Game If Wins It And The Points Pass To Opponent Team

2) If in Game, 2 players Are Expelled, One From Each Team At Same Time .Teams Will Remain In Numerical Equality Of Players .No Team Can Be Completed

3) If A Pleyer Was Expelled In The Previous Tournament By A Suspension Game At The Beginning Of The Next Tournament ,He Can Play His First Game Without A Penalty To The Player Or The Team

– Accumulated Fouls / AFPK: All penal fouls are recorded on the scoresheet and on the scoreboard. If red fouls blue a sixth time in one half, for that sixth penal foul and all subsequent penal fouls in that half, blue is awarded an accumulated fouls penalty kick. If the foul occurs farther from the attacking goal than the second penalty spot, the AFPK is taken from the second penalty spot. If the foul occurs nearer to the attacking goal than the second penalty spot (but outside the penalty area, of course), the attacking team may choose whether to take the AFPK from the second penalty spot or from the spot of the foul. All AFPK’s must be shot at goal by a clearly identified kicker. The defending team may not make a wall and may not be nearer to the ball than 16 feet Or 5 Mts and must be behind an imaginary line running from touchline to touchline even with the spot of the kick. The goalkeeper may be off hes line, but may not be nearer than 5 Mts from the ball. Accumulated fouls are reset to zero at the beginning of the second half.

– Second Penalty Spot: 10 Mts From The Center Of The Goal

– Penalty Spot: 6. Mts From The Center Of The Goal

– Advantage: Advantage will be applied in futsal, with penal fouls still counting as accumulated fouls. If the referee shouts, “play on” and gestures with both arms, the foul was a penal foul and will be counted accordingly. If the gesture is with one arm, the free kick would have been indirect and thus does not count toward the total.

The Goalkeeper

– Must wear a different color shirt. She may wear long pants and/or other padding as deemed safe by the match referee. – May receive a kickin directly. – May kick the ball directly over the half-way line. – May score directly with his feet during the run of play. – May not punt or drop-kick the ball. (Ball must settle to the ground or be touched first, no “air” under the ball when kicked.) – May not possess the ball for more than four seconds in her own half. – May throw the ball directly across the half-way line. A ball thrown directly into the opposing goal results in a goal clearance for the opposing team. – May only touch/receive the ball once per team possession.
